Joe Radici
Joe holds a Diploma in Business Administration. He is Associate Fellow of the Australian Human Resources Institute( AHRI).

Joe worked for the Office of Public Sector Management for two years as the Senior Personnel Officer where his main responsibilities were managing the recruitment of base level staff to the public sector, general recruitment, salary determination and development of policies for implementation across the public sector.

He subsequently spent eight years with the Water Corporation initially as a Senior Personnel Officer and then Human Resource Manager for one of the Perth Regions. Joe was responsible for all aspects of human resource management including organisation reviews, recruitment, industrial relations, succession planning, human resource planning, policy development, payroll, remuneration reviews, safety & health and training.

In 1995 Joe had a significant role in two major change processes within the Water Corporation namely outsourcing all of the operational workforce (approx 230 staff) and then managing issues associated with the corporatisation of the Water Corporation.

In 1996 he established Dillinger Group Development which is a Human Resource Management Consultancy covering areas such as recruitment & selection, remuneration, performance management, business and organisational reviews, industrial advocacy and assistance in the preparation of resume’s.

Lorraine Howlett
Lorraine has worked within human resource management environments for a period of eighteen years.

During her career, Lorraine spent a significant period of time with the then Water Authority of Western Australia were she had substantial experience in leading teams ensuring that organisational goals and targets were met in accordance with corporate accountability frameworks and business plans. She was also responsible for the provision of a proactive and customer focused service to internal and external clients. Lorraine was responsible for classification determination and investigation of all positions during major structural reviews within her portfolio and was responsible for the provision of a comprehensive advertising and recruitment service for salaried and wages positions. Lorraine held the role of a Grievance Officer for a number of years and also provided an employee relations support service within her area of responsibility.

Since 1996, Lorraine has been responsible for providing a comprehensive human resource management consultancy service for a vast range of clients across the public sector. She has been contracted to work within organisations in the roles of Manager, Human Resources and Senior Human Resource Consultant. Lorraine has provided advice and assistance on a range of human resource activities such as major restructuring and business process reviews, all levels of classification determination, selection and recruitment, operational and strategic human resource processes, performance management, comprehensive case management of redeployees and the effective coordination of severance and redeployment schemes.

Karen Greenaway
Karen’s experience in Human Resource Management, Workforce and Organisational Development comes from many years of accumulated practical experience and expertise in a variety of disciplines.

Karen has been a Human Resource Consultant with Dillinger Group Development since 1996 and brings a varied career in HRM. Prior to joining Dillinger, Karen was a Human Resource Practitioner with the Water Corporation and was involved with a number of key HRM initiatives including classification determination assessments, recruitment and selection services and voluntary severance schemes for salaried and wages employees.

Karen has experience in the preparation of job description forms that has included the development and preparation of models for clients using an outcomes based approach.

Karen is very adept at providing a range of services for recruitment and selection assignments to public and private sector organisations. These services include development, coordination and participation with all forms of recruitment and selection for positions ranging from Senior Executive Service, Executive Management, Professional, Technical and Administrative.

Karen has coordinated and participated in job analysis that includes functional and organisational reviews and salary level determination.

Karen also provides advice, support and assistance to individuals in the preparation of resumes and job applications.

Karen’s strengths in HRM are in the areas of recruitment and selection, job analysis and organisational and functional reviews. Karen brings exceptional skills and experience to Dillinger Group Development and is very customer focused and driven.

Adam Radici
Adam is a recent graduate (2005) who has worked with the company since November 2005. Adam possesses a Bachelor of Science and Graduate Diploma in Education.

Adam has, since this time, been subjected to a number of human resource management activities including recruitment and selection services and classification determination assessments. These have been mainly for public sector agencies including, but not limited to, the Department of Education & Training, Department of Health, Department for Planning & Infrastructure & Department of the Attorney General. Adam has also provided a range of recruitment services for the City of Subiaco.

Adam has participated in job analysis that includes functional and organisational reviews and salary level determination.

Adam’s strengths in HRM are in the areas of recruitment and selection and job analysis.

Adam brings energy and drive to Dillinger Group Development and is very customer focused and driven.


Barry Hamilton
Barry possesses a Master of Leadership and Management (MLM) awarded with distinction from Curtin University.

Barry was employed by the Western Australian State Emergency Service in a variety of roles from 1986 to 1998 that culminated in his appointment as a Regional Manager located in Albany. In 1998 Barry was responsible for a major review of the Emergency Management Services (EMS) that resulted in the transition of the Division from WA Police to the newly formed Fire and Emergency Services Authority (FESA).

From 1998 to 2002 Barry was the Executive Director, Emergency Management Services at FESA where he was responsible for directing the activities of the unit and provided leadership in the achievement of divisional objectives that included the implementation of the Barchard Report (a review into the states emergency management arrangements).

From 2002 to September 2006 he was employed by FESA as the Executive Director Community Safety where his role included corporate responsibilities, as part of the senior management team, and for a range of programs that included:

  • Community Programs;
  • Fire Investigations and Analysis;
  • Remote Indigenous Community Support;
  • Building Safety;
  • FESA Education and Museum;
  • Bush Fire Environment Protection; and,
  • Research Excellence.

In September 1996, Barry was seconded to the Department of Housing & Works to develop and implement a graduate development program. This was achieved in early 2007 and Barry left the public sector and established his own consulting business.

Since February 2007, Barry has undertaken a number of assignments locally and internationally including:

  • Organisational development;
  • Working with management teams;
  • Project based consultancy with the United Nations Comprehensive Disaster Management Program; and,
  • Establishing operating procedures for disaster management organisations.

As a Consultant to Dillinger Group Development, Barry brings a wealth of experience in emergency management and is very focussed on providing systems based solutions.

Catherine Hayes
Catherine possesses a range of experience in the human resource management field both within Tasmania and Western Australia.

Prior to joining Dillinger Group Development in March 2008, Catherine was a Human Resource Practitioner with the Department for Planning and Infrastructure (DPI) and had a role in the provision of advice to management on human resource management issues including but not limited to recruitment, classification assessment, policy development and various other related aspects.

Prior to joining DPI, Catherine worked in a number public sector agencies in Tasmania. This included being employed as a Senior Human Resource Management Consultant at the Departments of Infrastructure, Energy & Resources and Treasury and Finance. These services include development, coordination and participation with all forms of recruitment and selection for positions ranging from Senior Executive Service, Executive Management, Professional, Technical and Administrative.

Catherine’s expertise is mainly within recruitment and selection together with job analysis. Catherine is very customer focussed and brings to Dillinger Group Development a range of experience and skills.
